2011年APEC领导人非正式会议召开在即,日本首相野田佳彦宣布加入美国主导的跨太平洋经济伙伴协定(TPP)谈判。这意味着包括美国在内,TPP谈判的亚太国家已经有了9个。日本加入TPP的战略考虑主要基于三点。其一是维系和美国的盟友关系。美国事实上一直期望日本加入TPP,这样可以扩大TPP的影响力。其二是确保日本在自由贸易协定竞争中对其他东亚国家的竞争优势,能够在未来的区域内自由贸易谈判中处于主动地位。其三为借助美国力量制衡中国在东亚经济一体化进程中的主导作用,降低中国在东亚地区的经济影响力,牵制中国在东亚的战略发展空间。
Japan’s Prime Minister Yoshihiko Noda announced the joining of the United States-led TPP negotiations in 2011 with the convening of an informal APEC leaders’ meeting. This means that there are already nine other countries in the TPP that have negotiated with the United States, including the United States. Japan’s strategic consideration to join the TPP is mainly based on three points. One is to maintain alliance with the United States. The United States has in fact been expecting Japan to join the TPP, thus expanding the TPP’s influence. The second is to ensure Japan’s competitive advantage over other East Asian countries in the free trade agreement competition and to be able to take the initiative in future free trade negotiations in the region. The third is to use the power of the United States to check the leading role of China in the process of economic integration in East Asia, to reduce China’s economic influence in East Asia and to contain China’s strategic development in East Asia.
