一座过去不太知名的港口城市——波季市,现在引起了苏联经济界和舆论界的注意,这里正在进行协调地区和部门之间关系的试验。波季市位于格鲁吉亚共和国西部黑海的东岸,有五万居民,是苏联十大港口之一。这个城市的工业发达,但企业分属从地方到中央三十个部门的管辖,部门和地区间存在矛盾,城市自主权不大,不能从企业的发展中得到好处;属于全苏或共和国管辖的企业又受到地区条件的限制,产生了问题难以得到市领导机关的协助。
A less well known port city, Poitou, now draws the attention of the Soviet economists and the media, where experiments are under way to harmonize the relations between regions and departments. The city of Poti is located on the eastern coast of the Black Sea in the western part of the Republic of Georgia, with 50,000 inhabitants and is one of the top ten ports in the Soviet Union. The industry in this city is well-developed. However, the enterprises belong to the jurisdiction of 30 departments from the place to the central government. There are contradictions between departments and regions, and there is not much urban autonomy and can not benefit from the development of the enterprises. The industries belonging to the whole Soviet Republic or the Republic Enterprises are subject to regional constraints, resulting in problems difficult to get the municipal leadership assistance.
