以售股转制为重点的产权制度改革全面展开以后,企业领导人员管理工作如何适应这种新形势,如何体现中央政企分开和干部分类管理的要求,如何建立管理机构、理顺管理体制,如何引进市场机制,健全管理制度,是新形势下党的干部工作的一项重要任务。目前各级党政领导和干部管理部门对这项工作还没有形成共识,在诸多方面还存在着种种思想认识上的盲点和工作指导上的误区。
