1936年底,在抗战前夕爆发了一场持续数月的洋米免税风潮。风潮因广东是年米价奇贵,粤省请求免征洋米税为始,不久包括沪、苏、湘、赣、皖、鄂等省市米商、同业公会、商会以及各省市政府反对免税加入风潮,是为抗战前在粮食问题上最大之争端。在双方相互争执之时,国民政府举棋不定,相持数月,最终以粤省200万担米榖免税进口的政令颁布结束风潮。
