目的:对比2008与2011年宁波市基层卫生人力资源发展状况,分析采取的措施及存在的问题,提出对策建议。方法:采用自填式问卷普查的方法,收集宁波市151个基层医疗卫生机构(政府办街道社区卫生服务中心、站,乡镇卫生院、紧密型村卫生站、室)人力资源情况,对比2008与2011年资料进行分析。结果:2011年底,全市基层医疗卫生机构卫生技术人员总数为13 626人,其中,社区医生6 306人,社区护士3 746人,公共卫生专业人员890人,社区医生与社区护士比为1.68∶1。卫生技术人员年龄以40岁以下为主,占73.2%;学历以大专以上为主,占72.8%(其中本科以上占比36.3%);中级以上职称占22.8%。结论:全市基层卫生人才队伍建设2011年与2008年相比在数量、质量上有明显提高,但总体仍然不能满足城乡居民健康保健需求。建议:加快落实人才队伍规划;科学合理核定机构编制;加强政策保障,进一步促进基层卫生人力资源合理、优质的配置和利用。
Objective: To compare the development status of primary health human resources in Ningbo in 2008 and 2011, analyze the measures taken and existing problems, and put forward countermeasures and suggestions. Methods: The self-administered questionnaire survey method was used to collect human resources in 151 primary health care institutions in Ningbo City (government-run community health service centers, stations, township hospitals, close village health stations and offices) 2011 data for analysis. Results: By the end of 2011, the total number of health technicians in primary health care institutions in the city was 13,626, of which 6,306 were community doctors, 3,746 community nurses, 890 public health professionals, and the ratio of community doctors to community nurses was 1.68: 1 . Health and technical personnel aged below 40 years of age, accounting for 73.2%; academic record mainly college, accounting for 72.8% (accounting for more than 36.3% undergraduate); intermediate grade or above accounted for 22.8%. Conclusion: The construction of grassroots health personnel ranks first in the city in quantity and quality in 2011 compared with 2008, but the overall health care needs of urban and rural residents still can not be met. Suggestions: speed up the implementation of the planning of qualified personnel; scientifically and reasonably approved establishment of institutions; strengthen policy support and further promote the rational and high-quality allocation and utilization of primary health and human resources.
