“三强四霸”现象是濮阳市城区建设过程中产生的一种另类违法犯罪。其危害程度不亚于其它严重刑事犯罪，成为制约濮阳市社会、经济发展的一个重要因素。1999年，濮阳市成立了专门机构对此类现象进行了专项治理，取得了一定成效。本文对“三强四霸”现象的成因以及治理情况进行了简要分析。 The phenomenon of “top three forces, four hegemonies” is an alternative crime committed in the process of urban construction in Puyang City. Its harmful degree is no less than other serious criminal crimes and becomes an important factor restricting the social and economic development of Puyang City. In 1999, Puyang City set up a special agency to conduct such a special treatment of such phenomena and achieved some success. This article makes a brief analysis of the causes of the “Three Heroes Four Banners” phenomenon and its governance.
