为改善西部地区水运基础设施建设的落后状况,国家对内河航运尤其是航道建设进行了巨大的投入。在加大财政资金投入的前提下,本文通过采用BT模式充分发挥社会资金对西部地区公益性航道整治项目建设的参与,进一步为西部内河航道整治项目建设筹资的可行性进行了探讨。
In order to improve the backwardness of the construction of water transport infrastructure in the western region, the state has made a tremendous investment in inland waterway navigation, especially in the waterway construction. Under the premise of increasing the financial investment, this paper makes full use of the BT model to give full play to the participation of social capital in the construction of public welfare waterway regulation projects in the western region and further discusses the feasibility of financing the construction of the western river channel regulation projects.
