1997年6月公安部“石家庄会议”召开之后,我们根据公安部的部署,结合安徽省实际,迅速制定了《安徽省公安厅关于改革和加强刑事侦查工作的意见》,省政府办公厅以皖政办[1997]50号文件批转了省公安厅的《意见》。在各级党委、政府的重视和关心下,全省刑侦改革进展顺利。截止1998年3月底,已有34个县、市、区公安局(分局)建立了覆盖社会面的刑警队,占全省县、市、区公安局(分局)总数的31.2％;共建立责任区刑警队206个,覆盖了全省24.5％的区域;16个地区市中有9个地市,71个县市中有45个县市完成了侦审合并;全省刑警实际增员1720人(原有2780人),占
