美国高科技企业其实人才相当紧缺,许多重要的软件设计业务正依赖于向国外下订单。譬如南加州地区约有8000家计算机软件设计公司的生产能力必须依靠海外雇用的程序设计员来完成。而且公司越大,对海外高科技人才的依赖度就越深。为了缓解这一人才紧缺状况,包括Cisco、Sun等公司在内的大企业不断向美国政府要求开放更多的高科技人才赴美的工作签证,而且名额越来越多。 美国近年来经济高速增长,高科技产业的发展当然是主因,但是人员的素质以及工作态度并没有相应得到提高。美国人应聘高科技企业时提出的年薪要求高于一般行业,而且外加配股,而海外代工却不提这些要求,他们按件计酬,价格合理,能准时优质地完成任务。 目前,印度、新加坡、俄罗斯开发出来的计算机软件已经达到了国际水平,处理任何软件开发项目都绰绰有余。印度的软件工程师尤其了得,数千年文明积淀与现代科技的结合,使印度人的聪明才智光芒四射。哈希姆·普伦姆吉(Azim H Premji就是他们的杰出代表。
In fact, the high-tech enterprises in the United States are in short supply. Many important software design businesses are relying on placing orders with foreign countries. For example, about 8,000 computer software design companies in Southern California have to rely on programmers who are employed overseas. And the bigger the company, the more dependent on high-tech talent overseas. In order to alleviate this shortage of talent, large companies including Cisco and Sun Microsystems continue to ask the U.S. government to open more work visas for high-tech talents to the United States, and places more and more places. Of course, the rapid economic growth of the United States in recent years and the development of high-tech industries are the main reasons. However, the quality of personnel as well as their working attitude have not been raised correspondingly. When Americans apply for a high-tech enterprise, their annual salary requirement is higher than that of the general industry. In addition to the rights issue, overseas foundries do not mention these requirements. They pay for each piece and at reasonable prices to complete the task on time and with good quality. At present, the computer software developed in India, Singapore and Russia has reached the international level and it is more than enough to handle any software development project. India’s software engineers are particularly good, thousands of years of civilization and modern science and technology combined with the Indian bright and brilliant talent. Azim H Premji is their outstanding representative.
