科技人才的培养是一件极为复杂的系统工程,这其中有个人的素质与努力,也要求领导善于发现和培养。抓好科技人才培养工作,既要营造适宜的环境和条件,也需要建立优胜劣汰的竞争机制。具体讲,应从以下几个方面入手。制定科学的培养计划和标准。有计划、有步骤地提出培养要求,是解决问题的基本战略。根据科技进步和社会发展的需求,人才的培养应该符合一定的标准。在思想素质方面,要具有坚定正确的政治立场和共产主义信念;掌握基本的哲学观点和方法,树立科学的价值观和人生观,能够正确处理个人与集体、与社会的关系;具备良好的职业道德和社会公德。在专业素质方面,要具有较高的知识水平,较强的科研能力;在科研活动中能及时完成课题,并较快地使之转化为现实的生产力;具有较强的国际科技交流能力,在学术上与国内外同行进行探讨与交流。
