“星光计划”在全国启动之后，各级政府高度重视，社会各界踊跃参与，力度大，动作快，短短的几个月就初见成效：项目规划和布点已经完成，全国首批项目共 ６０３２个，其中街道 １２１４个，社区 ４７９２个，其它类型的 ２６个；资金配套情况良好，地方各级福利金、各级财政、街居自筹和社会各方面投入的资金总额为１９．７亿元，相当于民政部本级福利金投入的近５倍；许多地方按照民政部关于“星光计划”项目“四个统一” 的要求，建成了一批方便适用、功能配套的项目，在社会上产生了轰动效应。“星光计划” 是民心工程，目前进展顺利，日益成为新闻报道和社会各界关注的热点，好的做法和经验也不断涌现。
