涉政网络事件的发生印证了大众参与的意愿和能力增强,同时也对公权力的合法性提出了挑战,使对逐渐常态化的涉政网络事件进行治理成为政府、媒体、社会不可回避的问题。涉政网络事件不同于一般网络事件,它总是伴随着公权力而发生,不断地挑战公权力的权威性,因而对社会影响的波及面更广。对涉政网络事件的治理应跳出“中心—边缘”型社会治理模式的思维局限,实现治理价值取向从平息个体事件、化解具体冲突转化为缓解根植于其本源的结构性矛盾。为此,须构建国家—媒体—社会三方协同的治理机制。
The occurrence of network-related incidents affirms the willingness and ability of the general public to participate and poses a challenge to the legitimacy of public power so that the gradually normalized network-related incidents of governance become an unavoidable issue for the government, media and society . Different from ordinary cyber incidents, the affair-related incidents are always accompanied by public power. They constantly challenge the authority of public power and thus affect the social impact more widely. The governance of network-related incidents should jump out of the thinking of the “center-periphery” type of social governance mode and realize the value orientation of governance. From adjusting individual incidents to resolving specific conflicts into alleviating the structural contradictions rooted in their origins. To this end, it is necessary to build a three-way state-media-society governance mechanism.
