美国防部的具有“高度生存能力”的“军事星”通信卫星计划面临被国会削减掉的危险。“军事星”是国防部的一项十分宏伟的计划,旨在建立一个不受干扰的通信卫星网络,最近却遭到了主要来自国会的预算削减,几乎面临最终被取消的境地。由于计划安排的不断延期,费用超支,众院拨款委员会(HAC)去年7月投票表决把1990财年预算申请的1亿多美元削减到不足400万美元,仅够用于空军“军事星”终端。做出如此决定的原因是:①修改后的估算显示,“军事星”计划的全部费用要高达220亿美元(已用掉50亿美元);②比原计划安排推迟了三年多。
The U.S. Department of Defense’s “military satellite” communications satellite program with “high viability” is in danger of being cut by Congress. The Military Star is a very grand Department of Defense program that aims to establish an undisturbed communications satellite network that has recently suffered a budget cut mainly from Congress, facing almost the eventual cancellation. As a result of the planned delays and cost overruns, the House Committee on Appropriations (HAC) voted in July last year to cut the $ 100 million budget for the FY1990 budget to less than $ 4 million for the Air Force’s “military star” terminal . The reasons for such a decision are: (a) The revised estimates show that the full cost of the “Military Star” program is as high as $ 22 billion (5 billion U.S. dollars has been spent); and ② more than three years later than originally planned.
