《中国教育改革和发展纲要》,确定了我国教育事业发展的总目标,提出在2000年全国基本扫除青壮年文盲。而贵州省目前是全国高盲区之一,贵州自1980年开展扫盲工作以来,共扫除青壮年文盲二百多万人,现在还有剩余文盲一百多万人。全国第四次人口普查,15周岁以上人口中文盲、半文盲占全省总人口的24.27%,全省1949年10月1日后出生年满15周岁以上的文盲、半文盲有13%,要在2000年基本扫除青壮年文盲,我省的扫盲任务还十分艰巨。本人长期从事扫盲工作,我认为贵州省的扫盲工作,现在也好、将来也好,必须解决好三个关系:即领导与扫盲的责任关系;教育部门与扫盲工作的关系;有关部门与扫盲工作的关系。
The “Outline of Education Reform and Development in China” has set the general goal of the development of education in our country and proposed to basically eliminate illiteracy among young and middle-aged people in China in 2000.
