目前在评定科研人员的业务水准和职称时,多采取论资排辈、按年限划分的办法。这种办法有它的合理性一面,也有明显的弊端。本文提出“科分制”的初步设想,试图将各种体现科研人员业务水准和成绩的内容转换为分数——科分,并以科分的多少直接作为评定科研人员业务水准和职称的依据。我们热切希望广大科研管理工作者及科研工作者对本设想提出批评意见、补充或修正。
At present, when assessing the professional standards and titles of scientific research personnel, we should adopt the method of dividing seniority and dividing seniority by age. This approach has its rationality side, but also obvious drawbacks.
