住院诊疗质量实时控制是一项旨在提高住院诊疗质量的系统工程,其核心在于突出“预防为主”,实现控制方式的“四个转变”。它由控制目标、控制主体、控制对象、控制手段及工具系统四要素组成,通过前馈控制、现场控制、反馈控制而实施,并经持续质量改进而达到住院诊疗质量的循环上升。住院诊疗质量实时控制的实现有赖于四个方面:以过程方法、持续质量改进和控制论为理论根据,以标准的建立和完善为基础,以计算机实时监控系统为保障,以全员参与、病人监督为更高要求。
The real-time control of inpatient treatment quality is a systematic project aimed at improving the quality of inpatient treatment. Its core is to highlight “prevention first” and realize “four transitions” of control methods. It consists of four elements: control objectives, control subjects, control objects, control methods and tool systems. It is implemented through feed-forward control, on-site control, and feedback control, and the quality of inpatient care has been continuously improved through continuous quality improvement. The realization of the real-time control of inpatient treatment quality depends on four aspects: based on the theoretical basis of the process approach, continuous quality improvement and cybernetics, and based on the establishment and improvement of standards, the computer real-time monitoring system ensures the participation of all patients. Supervision is more demanding.
