当前调整经济、稳定经济,有三条要求:一是基本上做到财政收支平衡,不出赤字;二是基本实现信贷收支平衡,不搞财政性的货币发行;三是把物价基本稳定下来。这三条彼此之间是有着紧密联系的。物价上升的根子是通货膨胀,通货膨胀的根子是财政赤字,所以财政问题是矛盾的焦点。努力实现财政收支平衡,是当前的一项艰巨而光荣的任务。 At present, there are three requirements for adjusting the economy and stabilizing the economy.
