在未爲正文以前,我想應當來個帽子。幾天前,本刊编者先生來訪,他說:“世界知識每期對於當時的國際問題,總要加以分析或介紹,使讀者可以得到清晰的認識,现在澳洲總理萊昂斯在英帝國會議中,居然提出了太平洋各國互不侵犯公約的建議,這是值得注意的,因此,下斯的世界知識將有幾篇關於這個問題的文字,打算請你寫一篇蘇聯對於太平洋集體安全制度的態度”這對於我是很清楚的,編者先生所以給我出了這個题目,就因爲我才從蘇聯回來。但是,無論我從蘇聯回來的久暫,现在總算是不在蘇聯了。若在蘇聯,這篇文章是很容易寫的,只要讀讀蘇聯報紙的社論或是看看蘇聯外交當局所發表的意見,再不然,訪晤蘇聯人士,提詢幾個問題,那末蘇聯對此問题的具體態度,便不難一把捉住。然而我已經離開蘇聯而回到中國了,此刻沒有现成的材料足資應用,因此,寫這個题目,不論是否新從蘇聯回来的,同檬要免不掉去推測。但,我的推测是有根據的推測,而不是向壁虚構,因而我雖不敢說是‘言必有中,’可是總希望是‘雖不中不遠矣。’以上算是引言,现在言歸正傳。
