突发公共卫生事件是指突然发生,造成或者可能造成社会公众健康严重损害的重大传染病疫情、群体性不明原因疾病、重大食物和职业中毒以及其他严重影响公众健康的事件[1]。突发公共卫生事件的突发性决定了其具有严重的危害性和破坏性,不仅危害公众的身体健康和生命安全,造成公众心理恐慌,还会导致社会动荡、经济衰退,威胁国家安全。当前,中国面临的突发公共卫生事件形势严峻,公共卫生事件可谓一波未平一波又起。2003年席卷中国大陆以及港澳台地区的SARS[2],2005-2006年的H5N1禽流感遍及
