交通部和省政府联合评审通过了《镇江港总体布局规划》。确定：镇江港发展战略应立足“以港兴城，以外促内，建设现代化港口城市”的总体战略，以建设现代化主枢纽港、长江三角洲深水组合港和长江流域出海基地港为目标，增强功能专业化配套，发展多种产业，进行综合规划开发。
