In many ways, the U.S. scientific research activities are different from those in Germany. In 1990, the U.S. spent a total of 140 billion U.S. dollars on research, more than Japan, Germany, Britain and France combined. Although the United States has lost its glory in its research and development efforts, the United States has one-half that of engineering doctors and one-third of the world's scientific literature. The United States' scientific research activities differ from those of Germany not only in the amount and distribution of funds invested, but also in the role of major institutions. The federal government has a significant impact on research and development, with $ 64 billion funded in 1990, accounting for almost half of all research development costs. Military research accounts for about two-thirds of this total and civilian research accounts for one-third.
