危险源的存在、不断产生及未及时得到辩识和控制是事故发生的根源。为有效控制油库存在的各类危险源,从源头上预防火灾爆炸事故的发生,基于相关事故案例和现代安全科学的观点,应用3类危险源理论对油库火灾爆炸危险源进行辩识分析,研究了3类危险源之间的关系及其事故致因机理,建立了油库火灾爆炸事故的AHP模型。通过分析评价和综合计算,确定了相关因素的重要程度及其权重。研究表明:组织失误等第3类危险源(组织型危险源)的存在,从根本上导致了第1类危险源(固有型危险源)和第2类危险源(触发型危险源)的出现,油库火灾爆炸事故防治的关键在于加强对第3类危险源的管控。
The existence of dangerous sources, continuous production and lack of timely identification and control are the root causes of the accident. In order to effectively control various dangerous sources existing in the oil depot and prevent the occurrence of fire and explosion accident from the source, based on the relevant accident cases and modern safety science, three types of dangerous source theory are applied to identify the dangerous sources of fire and explosion in the depot, The relationship between the three types of dangerous sources and the causation mechanism of the accident, and established the AHP model of fire and explosion accident in the oil depot. The results show that the existence of Category 3 hazards (tissue hazards), such as organizational errors, has fundamentally led to the emergence of Category 1 (intrinsic hazards) and Category 2 (Triggered) sources of danger The crux of the prevention and control of fire and explosion accidents in oil depots lies in stepping up the control over Category 3 hazards.
