顺应改革和世界经济发展的潮流,近几年来,我国相继成立了许多大大小小的集团公司。据有关部门统计,我国现有各类集团公司近两万家。但由于受到旧的经济体制的束缚和旧的运行模式的影响,现阶段我国集团公司在管理体制和运行机制上都还存在不少问题,特别是在处理集权和分权的关系问题上,不是管得过多、过死,就是过于松散,形不成合力,发挥不了整体效应。如何规范这些集团公司的管理体制和运行机制,不断促使集团公司的发展壮大,不但有利于我国经济的快速健康发展,而且有利于我国企业参与世
