2004年4月,辽宁省沈阳市公安局从机关抽调3300名警力,下沉到一线,参加社区网格巡逻。从坐惯了办公室的机关干部,到一线维护稳定、打击犯罪的巡逻民警,很多人都感到了茫然与无奈。就在这时,一场全警参加的大练兵活动开始了,这就像是一场精心的谋划:大练兵给网格巡逻民警提供了一个绝好的训练载体。而参加巡逻的民警却也在这种实战练兵中取得令人欣喜的成绩。有这样两组数据最能说明问题,一个就是街面发案总量与去年同比下降了11.3％,第二就是抢劫案件的发案率比去年同期下降了22％。这就是警方网格化巡逻和大练兵带给当地市民真真切切的变化。这就是这大批遍布全市的武装巡逻民警带给人们的安宁的福音。
In April 2004, the Public Security Bureau of Shenyang City, Liaoning Province, deployed 3,300 police officers from the government and sank to the frontline to participate in community grid patrols. Many people feel dazed and helpless from the officials and cadres accustomed to the office to the forefront of police patrols that maintain stability and crack down on crimes. At this moment, a full-scale military exercise involving all police officers began. It was like an elaborate plan: Large training provided an excellent training carrier for grid patrolling policemen. The second is that the incidence of robbery cases has dropped by 22% over the same period of last year. This is the true change brought to the local citizens by the police gridded patrol and large-scale training. This is the gospel of tranquility brought by this large number of armed patrolling police all over the city.
