政府信用是指政府有效履行其法定职责或兑现公众的承诺而赢得公众的信任。相对而言,政府信用缺失可视为未能有效履行法定职责、兑现政策承诺,或者超越了法定职责,随意扩张自己的权力而失去公众的信任。从制度因素看,政府信用缺失既有政府权力结构集权化的问题,也有激励机制失衡、信用监督机制短缺的问题。而加强民主制度建设、完善信用责任追究机制、培育社会也就成为构建信用政府的题中之义。
Government credit refers to the government’s trust in effectively fulfilling its legal duties or fulfilling its public commitment. In contrast, the absence of government credit can be seen as a failure to effectively discharge its statutory duties, honor its policy commitments, go beyond statutory duty, expand its own power at will and lose public trust. From the institutional factors, the lack of government credit not only centralizes the power structure of the government, but also the imbalance of incentive mechanism and the shortage of credit supervision mechanism. Strengthening the construction of democratic system, perfecting the credit accountability mechanism and cultivating the society have also become the meanings of building a credit government.
