一、问题的提出;80年代初省冶金厅组织对江西省冶金工业“六五”“七五”发展规划时曾就这个问题展开过讨论。当时由于体制上的原因,这个问题在江西新余钢铁总厂未成立之前难以很好解决。现在两厂(江西钢厂,新余钢铁厂)一矿已经合并,笔者认为,很有必要就这一问题再展开深入讨论和论证,以有利于江西省钢铁工业合理布局。有利于江西钢铁工业今后的健康发展二、“铁水上山”的利与弊原两厂相距22公里,液体铁水运输从炼钢工艺上来讲是可行的,生产实践证明也是可行的。与“转炉下山”或“高炉上山”方案比
