1991年7月2日,联合国发表了关于1991年世界经济预测的报告书:“世界经济概观1991。”“概观”中明确指出:1991年世界经济增长率是过去20年间的首次零增长。这样的报告每年都要由联合国国际经济社会局做出一次。今年的报告指出:1990年末除日本、德国之外,世界大半地区都步入了经济后退期。从地区情况看,陷得最深的是苏联·东欧地区,1990年的增长率为-6.3%,1991年恶化到-9.5%,预计1992年也将继续为-4.5%。报告还同时预测,北美的增长率为1.0%(1990年为1.0%)、西欧地区为1.2%(1990年为2.7%)、发达国家集团的增长率为1.4%。
On July 2, 1991, the UN released its report on the 1991 world economic forecast: “Overview of the world economy 1991.” The “Outline” made it clear that the world economic growth rate in 1991 was the first zero-growth in the past 20 years. Such a report is made annually by the United Nations Bureau of International Economic and Social Affairs. This year’s report states: At the end of 1990, except for Japan and Germany, most of the world have entered a period of economic recession. Judging from the regional situation, the Soviet Union and Eastern Europe caught the deepest growth rate in 1990 at -6.3%, deteriorating to -9.5% in 1991 and is expected to continue at -4.5% in 1992. The report also predicts growth rates of 1.0% in North America (1.0% in 1990), 1.2% in Western Europe (2.7% in 1990) and 1.4% for developed country groups.
