目的了解香港食物安全中心的监管状况及突发事件的应对处置。方法经实地考察、个案调研、资料收集与统计分析等进行研究。结果 2006年成立的香港食物安全中心是香港特别行政区政府实施食品安全监管的重要机构,该中心近年来在监督机制、监察策略、食物监测和风险分析等方面监管成效显著。以2008年三聚氰胺奶粉事件为例,剖析香港监管职能部门在突发食品安全事件时的处置方式,香港食物安全中心通过全面监测、规定限量、修改法规、业界沟通和发布警示等一系列风险评估和交流手段,应对迅速且措施得当。结论分析研究提示,香港食品安全监管的主要特点为以食品安全风险分析为主导、监管资源配置充足、利益各方交流互动并能及时把握国际动向,有关监管和突发事件的应对策略可藉同行参考。
Objective To understand the regulatory status of Hong Kong’s food safety center and the response to emergencies. Methods After field investigation, case study, data collection and statistical analysis, etc. were studied. Results The Hong Kong Center for Food Safety (CFS), established in 2006, is an important institution of the Hong Kong Special Administrative Region for food safety regulation. In recent years, the center has achieved remarkable results in monitoring mechanisms, monitoring strategies, food monitoring and risk analysis. Taking the 2008 case of melamine milk powder as an example, this paper analyzes the disposal methods of Hong Kong’s supervisory and administrative departments in the event of a sudden food safety incident. The Hong Kong Center for Food Safety (CFS) conducted a series of risk assessments including full monitoring, regulation of limits, amendment of laws and regulations, industry communication and issuance of warnings Means of communication, rapid response and appropriate measures. Conclusions Analysis and research suggests that the main features of food safety regulation in Hong Kong are food safety risk analysis, adequate allocation of regulatory resources, exchange and interaction of all stakeholders, and timely grasp of international trends. Relevant regulatory and emergency response strategies can be implemented by peers reference.
