一、问题的提出自校长负责制在我国中小学实施以来,中小学校长的领导权力逐步增加,目前校长们在人事、财务、教学等方面已有相当大的发言权。柳斌同志曾明确指出校长有“五权”,即人事管理权、经费使用权、教育教学管理权、机构设置权和校舍校产管理权。无数事实证明,一切权力都需要制约,有多大的权力就应有多大的制约,否则容易导致独断专行甚至腐败。校长的权力当然也要制约。
