The intelligent transportation system is regarded as a solution to the social problems of increasing traffic accidents, road traffic congestion and the environment, which is expected to have a positive impact on the road transport in the 21st century. In 1996, Japan formulated a comprehensive plan to jointly develop an intelligent transportation system by the Ministry of Construction, the Ministry of International Trade and Industry, the Ministry of Transport, the Ministry of Posts and Telecommunications and the National Police Agency. At present, important progress has been made in the development and application of Japan’s intelligent transportation system: the development of vehicle information and communication system covers a nationwide scale; and the electronic toll collection system is entering a practical stage.
