The Ethics Working Group of the Clinton Health Care Reform Working Group has proposed a series of principles and values that should govern health care reform. These principles and values are compatible with important moral and political traditions. They are also compatible with more precise theoretical explanations of justice and health care. But they are “independent” and we all have a common denominator and do not use any theoretical background. Is preset. Although inaccurate and not lined up in accordance with priorities, these principles guide our thinking about whether various reforms are fair. Examples of the use of these principles are the comparison of schemes based on the universality of access to services, the introduction in stages, the establishment of unequal levels, and the provision of wise allocations and rationing.
