公共外交是一国政府,为实现本国外交目标,依据本国外交政策,通过多种传播渠道,向国外公众传递相关信息,营造有利于本国的公众舆论的政治说服活动。公共外交是公众参与兴起所激发的新的外交样态,其产生、发展的历史显示,它与对外宣传一脉相承,在实践过程中,不断受到政治传播理论的启迪,并获得了自身的发展。基于此,结合伊斯顿的政治系统理论和多伊奇的政治传播理论,可以建立公共外交的政治传播系统模型。该模型涵盖了公共外交的七大要素,即主体、代理人、客体、渠道、形式、内容及效果,融合了政治系统的输入、输出与信息编码、解码的全过程,能够揭示公共外交研究的跨学科性质及各学科的可能贡献,可以成为拓展理论、指导实践的一般性理论。
Public diplomacy is a government that, in order to achieve its own diplomatic goals, according to its own foreign policy, through various channels of dissemination, delivers the relevant information to the public abroad and creates political persuasion activities conducive to its own public opinion. Public diplomacy is a new diplomatic style inspired by the rise of public participation. The history of the emergence and development of public diplomacy shows that it has the same origin as foreign propaganda. In practice, it has been constantly inspired by the theory of political communication and has gained its own development. Based on this, combined with Easton’s political system theory and Doje’s political communication theory, we can establish a public diplomacy model of political communication system. This model covers the seven elements of public diplomacy, namely, subject, agent, object, channel, form, content and effect, integrates the whole process of input and output and information coding and decoding of the political system, reveals the public diplomacy The interdisciplinary nature and the possible contributions of various disciplines can become general theories that expand the theory and guide practice.
