加强首长、司令部训练,是预备役部队训练的重要课题。我们的体会是,搞好预备役部队首长、司令部训练,必须从自身特点出发。目前预备役师司令部的编制,除作训、通信、军务3个科编有部分现役军官外,炮兵、工兵、防化等科均编预任军官。如此军地合编的人员体制,如不配备好现役和预任干部,势必给首长、司令部训练带来困难。现役干部的选配力求“专多能”,师、团司令部现役干部的参谋业务素质,应高于野战部队同级司令部门的参谋人员,尤其是司令部的综合业务能力,应比野战部队司令部的下部要强。预任干部的选配尽量专业对
