在压气站EPC项目中,燃气轮机组的采购风险管理对整个项目的质量控制、完成时间、费用管理有着重要的影响。基于以往建设的压气站工程项目燃气轮机组的采购经验,分析了投标预询价、询价、订货和合同执行等在设计阶段和采购阶段所遇到的设计理念、设计标准/采购界面、设计变更、技术偏差、业主短名单、投标预询价、市场环境、商务合同偏差、关键技术文件提交、技术文件报批、产品供应等主要风险,并针对这些主要风险提出了行之有效的控制性措施。泰国4号线中间压气站工程实践表明,采取上述措施后,很好地预防了采购过程中可能遇到的风险。
In the gas station EPC project, the purchasing risk management of gas turbine has an important influence on the quality control, completion time and expense management of the whole project. Based on the purchasing experiences of gas turbine units built in the previous project, the design concepts, design criteria / purchase interface, design changes encountered during the design phase and the procurement phase such as pre-bidding, inquiry, ordering and contract execution were analyzed Shortcomings of owners, pre-bid price of bidders, market environment, deviation of business contracts, submission of key technical documents, approval of technical documents, supply of products and other major risks, and put forward effective control measures for these major risks. The engineering practice of the intermediate pressure gas station in Thailand Line 4 shows that the above measures can well prevent the risks that may be encountered in the procurement process.
