韩国历经多次民主运动过渡到民主政林,其政企管理体制既呈现民族和历史文化的地方性色彩,又受到了西方自20世纪80年代开始的新公共管理运动的影响。尤其是1998年金融危机之后,韩国政企上下深入反省本国经济遭受重创的体制性因素,借鉴新公共管理的经验,并由此引发了新一轮的政企体制改革的浪潮。本文力求阐明韩国自20世纪90年代以来,特别是1998年金融危机之后,其政企体制改革的基本思路受私有化运动的影响和实践效果,并在此基础上探讨对中国的政企改革的有益后示。
After many democratic movements, South Korea has transitioned to a democratic forest. Its management system for both government and enterprises not only shows the local color of the nation and historical culture, but also is affected by the new public administration movement that the West started in the 1980s. Especially after the 1998 financial crisis, political and business enterprises in South Korea made in-depth introspection on the institutional factors that their economy suffered a heavy blow and used the experience of new public management for reference. This triggered a new wave of political and enterprise reform. This article seeks to clarify the basic thinking of the reform of the government-enterprise system in South Korea since the 1990s, especially after the 1998 financial crisis. Influenced by the privatization movement and its practical effect, on this basis, Benefit after the show.
