在水电资源开发逐渐开始向流域中上游、偏远地区、高寒高海拔地区转移的新形势下,传统调价方式已经显露出诸多问题。针对于此,提出采用合同价格实时动态化调整计算思路,以建设造价数据信息库为基础,采用实测工程所在地调价因子价格指数、每期实测调整期内调价因子权重的做法进行合同价格调整,与以往的传统做法相比,该方法能真实反映工程实际投资动态变化,具有对水电工程造价的动态管理的效果,通过实例测算情况来看可以进一步研究形成系统的动态调价手段。
