铁路运输是当前我国国民经济中的突出薄弱环节,为迅速扭转这一严重局面。国家决定在近期内采取“积极改造旧线,修建必要的新线”的方针,而改造旧线首先集中在目前运输繁忙的沿海干线,运煤线以及有关的编组站约1.4万公里的铁路上进行。回顾我国铁路的旧线技术改造,解放以来进行了大量的工作,取得了显著的成绩,也积累了不少的经验,为保证我国社会主义经济建设起到了很大的作用。但由于形势的发展,我们对铁路旧线技术改造工作无论从思想认识上,具体的规划安排和技术方针政策上,都远不能适应迅猛增长的运输任务的要求,存在着不少的缺点。主要表现在以下几方面:
Rail transport is a prominent weak link in our current national economy, in order to quickly reverse this serious situation. The state has decided to adopt the principle of “actively rehabilitating the old line and building the necessary new line” in the near future. The transformation of the old line will first focus on the approximately 14,000 km of railroad currently running busy coastal lines, coal lines and marshalling malls get on. After reviewing the technological transformation of the old railway lines in our country and carrying out a great deal of work since the liberation, we have made remarkable achievements and accumulated a great deal of experience, which has played a significant role in ensuring the socialist economic construction in our country. However, due to the development of the situation, we are far from meeting the requirements of the rapidly growing transport mission in terms of ideological understanding, specific planning arrangements and technical guidelines and policies, and there are still some shortcomings. Mainly in the following areas:
