目前,世界上有131个国家建立了包括医疗保险制度在内的较为完整的社会保障体系,其中有80个国家开征了社会保障税,社会保障税占全部税收的比重近50％。从1991年起,我国先后在海南省、深圳市、江苏省镇江市、江西省九江市进行了医改试点。1998年底,国务院出台了城镇职工医疗保险制度改革方案,一个牵动亿万人心的改革措施终于浮出水面。2000年,全国启动医改的地市将达到70％,基本建立起城镇职工基本医疗保险制度。
At present, 131 countries in the world have established a relatively complete social security system including the medical insurance system. Among them, 80 countries have introduced social security taxes, and social security taxes account for nearly 50% of the total tax revenue. Since 1991, China has conducted medical reform pilot projects in Hainan Province, Shenzhen City, Zhenjiang City in Jiangsu Province and Jiujiang City in Jiangxi Province. By the end of 1998, the State Council promulgated the reform plan for the medical insurance for urban employees, a reform measure that touched hundreds of millions of people finally surfaced. In 2000, the number of cities in the country where medical reform will start will reach 70%, basically setting up a basic medical insurance system for urban workers.
