Mitigating congestion projects can reduce greenhouse gas emissions, but CO2 emissions projections based on individual variables (such as travel-based distances alone) are not accurate. In order to accurately predict the CO2 emission reductions of the project, the paper uses the vehicle operation detection technology, the vehicle activity database and the emission model designed according to the type of vehicle to draw the speed-emission curve by analyzing the relationship between speed and emission. Combining with the traffic operation detection data, Evaluate the role of traffic management technologies such as slow-block strategy, speed management strategy and traffic smoothing strategy in reducing CO2 emissions. A case study of an expressway in Southern California shows that any of the above three traffic management strategies can reduce CO2 emissions by 7% to 12%; the simultaneous use of the three strategies can reduce CO2 emissions by about 30%.
