近几年的乡镇机构改革,仍然没有理顺农村地区的权力格局,乡村政治权力依然运行不畅,党政运作中内耗依然过大,严重影响了新农村建设的进程.本文拟从系统学的观点来分析党政权力系统本身权力格局对于乡村治理的影响,进而按照科学发展观的要求提出怎么样科学构建乡村权力格局.
