在全面深化改革的进程中,国有企业改革除了要符合经济逻辑以外,更要符合制度逻辑。国有企业制度是一种内生于社会主义制度和社会主义基本经济制度的必然性、应然性与实然性制度安排;从高位阶的社会主义制度到中位阶的社会主义基本经济制度,再到低位阶的国有企业制度,三者一脉相承,具有高度的逻辑一致性和内在关联性;国有企业制度具有与社会主义制度和社会主义基本经济制度相关联的三个鲜明特性,即内生性、共时性与低位阶性。从本质上讲,国有企业是一类特殊重要的“制度企业”。渐进式的国企改革是国有企业制度变迁的必由之路;任何形式的国企改革,都不能逾越社会主义制度和社会主义基本经济制度所允许的界限,都不应改变国有企业的社会主义性质。

Any reform of state-owned enterprises can not exceed the boundaries permitted by the socialist system and the basic socialist economic system and should not change the socialist nature of state-owned enterprises.
