辽宁省抚顺钢厂是一个拥有2万多名职工的大型国营企业,是全省搞活大中型企业的10个特别试点企业之一。1986年被抚顺市委、市政府评为勇于改革的红旗单位。1986年底,抚顺钢厂在制订1987年改革方案时,回顾、总结了改革以来的历程,借鉴、分析了小型企业实行个人或集体租赁的经验,认识到租赁制是实现两权分离、搞活企业的重要途径,是调动职工积极性的好方法。他们从实际出发,创造性地提出了既保持企业公有制的性质,又可以把国家、集体和个人利益融合到最佳点,既能负盈,又能负亏的经营方式——全员租赁制。1987年1月,抚钢选取了生产波动大、潜力也大,领导班子素质比较好的钢管分厂作为试点单位,实行全员租赁。
Fushun Steel Plant of Liaoning Province is a large-scale state-owned enterprise with more than 20,000 employees. It is one of the 10 special pilot companies that invigorate large and medium-sized enterprises in the province. In 1986, Fushun City Party Committee and the Municipal Government rated Red Banner Units for reform. At the end of 1986, when formulating the reform plan for 1987, the Fushun Steel Plant reviewed and summarized the history since the reform, learned from and analyzed the experience of small businesses implementing individual or collective leases, and realized that the lease system is the realization of separation of powers and invigoration of enterprises. The important way is to mobilize the enthusiasm of employees. They proceed from reality and creatively propose a full-tenancy system that can not only maintain the nature of public ownership, but also integrate the interests of the state, the collective, and the individual to the best point, which can be both negative and profitable. In January 1987, Fushun Steel chose a steel pipe plant with great fluctuations in production and potential, and the leadership team had a relatively good quality as a pilot unit and implemented full-fare leasing.
