1扶贫工作的现状分析1.1 扶贫主体的多元化指在扶贫工作中直接或间接承担扶贫职能的单位、组织和部门。改革开放以来,扶贫工作主体逐渐呈多元化趋势。以扬州市为例,承担扶贫职能的主体从开始的扶贫开发办公室、老区经济开发促进会、政府涉农部门,扩大到财政、水利、交通、民政、人社等政府组成部门,本世纪以来,以盈利为目的的社会组织和团体也开始承担扶贫职能,如农业龙头企业、家庭农场主、农业合作社、农业示范园等。扶贫开发办公室主要承担政策指导、规划计划制定、组织实施和监督检查等职能。老区经济开发促进会承担的主要职能是革命老
