1986年7月,中国政府代表正式向关贸总协定递交了要求恢复中国缔约国地位的照会,至今历时已七年,经过多次谈判,我国恢复关贸总协定缔约国席位指日可待。重返总协定对我国的汽车工业将是一个严峻的挑战。重返关贸总协定以后,根据协定,即使我国汽车工业能够争取列为幼稚工业,允许有一个关税保护的过渡期,大约也只有五年左右。而过渡期之后,汽车进口关税应由现在的180—220%降到50%以下(国际惯例为20~30%)。中国历来被视为“世界上最后一个汽车市场”,届时,窥视我国巨大汽车市场已久的汽车工业发达
In July 1986, representatives of the Chinese government formally submitted a note to GATT requesting the restoration of the status of China’s State party. It has been seven years since, and after many negotiations, the restoration of seats to the GATT countries will be just around the corner. The return of the General Agreement will be a serious challenge to China’s auto industry. After returning to the GATT, according to the agreement, even if China’s auto industry can strive to be classified as a childish industry, allowing a transitional period for tariff protection is only about five years. After the transitional period, the auto import tariff should be reduced from the current 180-220% to less than 50% (international convention is 20-30%). China has always been regarded as “the last car market in the world”, and at that time, it will look into the developed automotive industry in China’s huge automotive market.
