Latin American countries from the middle of the last century to the state-led import substitution development model and later completely exclude the role of government neoliberal development model is its own social and economic development inherent logic requirements, but also the result of changes in the international political situation and economic trends. After the Mexican financial crisis of the 1990s and the financial turmoil in Brazil, people began to sum up the lessons learned in the past decade of reforms. The economic crisis in Argentina that broke out in December 2001 once again raised new questions about the pattern of economic development in Latin America: the vast number of developing countries including Latin American countries can not rely on external forces to make their economy grow permanently and independently. Renewed Defining the role that the government should play in the political and economic situation in the new world has become one of the major issues currently facing developing countries.
