加拿大政府认识到,仅仅依靠加拿大的自然资源并不能为加拿大在21世纪的繁荣提供必要的保证。空间工业的发展为加拿大人运用才智和发挥想象力提供了机会。未来的挑战是发现将空间研究和技术开发与经济的其它部分结合起来的方法,从而满足国家需要和使商业活动获利。其它国家如日本、欧洲和美国的经验以及加拿大空间发展的历史证明,一个相当统一和平衡的空间计划可以吸引该国最好的人材和资源。换言之,对加拿大来说,一个长期的空间计划是必需的。
The Canadian government recognizes that relying solely on Canada's natural resources will not provide Canada the necessary assurances of prosperity in the 21st century. The development of space industry offers Canadians the opportunity to use their talents and their imagination. The challenge for the future is to find ways of combining space research and technological development with the rest of the economy in order to meet national needs and to profit from business activities. The experience of other countries such as Japan, Europe and the United States, as well as the history of Canadian space development, has proved that a fairly uniform and balanced space program can attract the best talent and resources in the country. In other words, for Canada, a long-term space plan is required.
