当前,我国面临的石油形势出现了新的变化。 其一是2001年以来国际石油市场出现了连续的价格下滑,到2001年11月已经跌到18美元/桶左右的水平,与上年同期的最高位价格相比跌去了一半。国际市场价格的暴涨暴跌给我国的经济稳定运行带来重大影响。 其二是“9·11”事件之后美国借口打击国际恐怖主义,已经不断公开提出要“对所有支持恐怖主义的国家和政府实施军事打击”,而前期我国参与海外勘探开发的一些重要项目和资产相当多地集中于敏感国家或地区。急剧变化的国际形势对我国石油安全及石油战略已构成新的威胁。 其三是中国成为世民贸易组织的成员,这将使我国在国际市场的资源交易中获得更为广阔的活动空间。我们有必要更加积极地参与各种形式的国际竞争,从被动地接受价格与规则转变为主动影响国际市场价格,参与游戏规则制定。因此,我国实施“走出去”的能源战略需要进一步拓展思路。
