主持人导语(中国人民大学应用统计科学研究中心高敏雪教授)UNECE尽管只是联合国下属的地区委员会,却独立研发或参与制定了大量官方统计国际规范。这些规范首先服务于其成员国,同时也可以为其他国家官方统计建设、实施提供指导。从本期短文所做介绍可以感受到,其中有些内容超出了我们通常比较熟悉的主题,颇有新鲜感。比如《使统计有意义》,目标是“教”统计部门如何放下“身段”以便使统计数据发挥更大作用。又如《受害者调查手册》,是要从人群中抽取样本,基于受害者一方提取有关犯罪、司法以及区域治安状况的信息,这些都不是一般的犯罪统计可以覆盖的。
Moderator (Professor Gao Minxue, Research Center for Applied Statistical Science, Renmin University of China) UNECE independently developed or participated in the formulation of a large number of international norms in official statistics, although it is only a regional committee affiliated with the United Nations. These norms first serve their member states, but they can also guide the construction and implementation of official statistics in other countries. From the introduction of this essay can feel, some of which are beyond the theme we are usually more familiar, quite fresh. For example, “making statistics meaningful,” the goal is to “teach ” how statistical agencies put “stature” in order to make statistical data more useful. Another example is the Handbook on Victim Surveys, which draws samples from the crowd and extracts information on crime, justice and the security situation in the region based on the victims, which are not covered by general crime statistics.
