为治理教育乱收费现象,自2004年9月起,我国在接受义务教育阶段的中小学全面推行“一费制”,实行至今已一年多,从实施效果来看,情况并不容乐观。在不少地方,名义上实行了“一费制”,但收费项目并没有减少,其实质与未实施前并无区别,成了变了味的“一费制”。本文从现象着手,通过对教育投入、政策定义分析、监督机制、地方职能部门管理及教育资源配置进行深入分析,并提出相应的对策和建议。
Since September 2004, China has fully implemented the “one-fee system” for primary and secondary schools in compulsory education, which has been practicing for more than a year now. Judging from the implementation results, the situation is not optimistic. In many places, the “one-fee system” was nominally implemented but the fees and charges have not been reduced. There is no difference between the essence and the non-implementation and the “one-fee system” has changed. This article starts with the phenomenon, through the analysis of investment in education, policy definition analysis, supervision mechanism, management of local functional departments and the allocation of educational resources, and puts forward corresponding countermeasures and suggestions.
