1919年由英国开始,许多西方国家陆续宣布政府介入住房问题。这些国家政府介入住房问题的“理论”依据可以简括为:住房是一种关系每个人安居乐业以及国计民生的特殊商品,又是一种价格昂贵、占居民消费比重很大的特殊商品。如果没有政府介入住房问题进行合理的调控管理和提供必要的社会保障,单纯依靠市场自发调节,是解决不好住房问题,特别是解决不好广大中低收入者住房问题的。
Beginning in 1919 by the United Kingdom, many western countries successively announced that the government intervened in the housing issue. The “theoretical” basis for these governments to intervene in the housing issue can be simply summed up as follows: Housing is a special commodity that affects everyone’s livelihood and livelihood, as well as national economy and the people’s livelihood. It is also a special commodity that is expensive and accounts for a large proportion of the residents’ consumption. If there is no government intervention in the housing issue to properly regulate and manage and provide necessary social security, relying solely on the market to regulate itself is to solve the housing problem, especially to solve the housing problem for the majority of low and middle income people.
